Site is displaying bad quality images. When I upload high quality image at site, site show it bad quality, blured one. How to fix it?

Are you sure your problem is theme-related? If you switch your site to another theme, does the problem persist? If so, the problem likely lies with your GD settings.

My bad. Pictures are low quality in other themes too. Where is these settings to configure pictures quality?
