XMLRPC Code Bounty

I am looking for expertise in using XMLRPC to output nodes and allow the import of nodes via XMLRPC and Services. I do not know if this would be development of a module that is dependent on Services; or a combination of settings, pre-existing modules and knowledge transfer.
The idea:
- blog and/or page content-types would be available to be read as XMLRPC
-- would there a fixed url available (eg. example.com/node/123 is the page; so example.com/xmlrpc/123 is the url for the xml)?
- another site could read the XML and insert the node data into that site's nodes
-- likely a user interaction would be required-- they would name the remote node from an admin screen and that would spawn the insert process
- there would be some level of user access tied to into process: not all users would be able to read XML data; and not all levels would be able to prompt the insert.

Ideas? Pricing? Can you please let me know your availability and your track record with work of this nature.
