raintonr commentedYou should install jpgraph in the module directory. Eg:
/your/drupal/install/modules/trackfileld/jpgraph
I do this by untaring the jpgraph distro elsewhere and making the above a symlink, but choose any option you like.
I have mentioned this in the documentation here:
http://drupal.org/node/274101
Will create a README.txt file to say the same.
