First category term is missing

The first term in my categories does not show up in the list shown in in 'Block Taxonomy Settings'. For example, I see this:

Section: (the name of my Category, choices shown below):

-None Selected-
Academics
Admissions
Ec...

The missing term should be seen above Academics. This is also true of another Category I am using.
