Created a new Workflow with one new state.

Problem: Adding new action doesn't work:

Path: http://www.rapsli.ch/drupal/admin/build/trigger/workflow/2
Result: Page not found.

This might have something to do with my other issue.

The Actions link should not show up if you do not have the actions module enabled. There was an edge case in which the link showed up anyway, and you hit it! This will be fixed in 5-x-2.3.
