I am baffled that such a great app would insist on calling states "zones"

Zones may be more international, but there is a standard for address forms and that includes "state" not "zone"

Perhaps a config option could be added to select "zone" or "state" as default - or a dropdown list or radio buttons or something.

Now I gotta wade through the sea of Ubercart files to change this.

Anyone have a quick fix or patch?

Go to Checkout settings under Store administration > Configuration. You can change any of the field titles there.
