Using code from other modules?

Hi guys I made a module which was basically another module with a few changes. I suggested it as a patch to the original module maintainer, but they were not interested in implementing that particular functionality. Can I release my own module with the changes, cut out the functionality specific to the original module, and change all the names to avoid conflicts?

GPL -> you can modify/rehash/rehack Drupal or any contrib modules as you see fit (my interpretation only).

If you want to release your module on drupal.org you will have to apply for a CVS account, and convince the powers that be that your module really does do something different. http://drupal.org/cvs-account. See especially the link to the CVS application guidelines.
