Can't access user/register

I have a newly set up installation and I can't access /user/register. All roles get "access denied", and I can't find the place where this is supposed to be turned on.
I have not enabled any third party modules involving users.
Anyone know why this is happening?
I have installed drupal many times before but never encountered this. Only difference is that this is a multisite setup, but each site has its own database.
admin/user/settings
See Administer > User management > User settings. The Public registrations: Only site administrators can create new user accounts setting will give you that error.
