Block Doesn't Show Newest Revision

I am not sure if this is by design or an issue with my install, but the Pending Revisions block only shows the revision directly after (chronologically) the active revision and not the newest revision. For example, if there are two revisions in moderation, it will link to the older one as opposed to the newest one. If this is by design, is there an easy way to alter it to work the other way?

I believe this is related to the issue I re-opened for the Save as Draft module since it was based on the same code.

This bug is caused by the same bug described in another issue. I have attached a patch in that issue that solves this.
