There are two places to configue Collapsiblock:

  1. www.yoursite.com/admin/settings/collapsiblock
    Here you can define the default behaviour.
    You can choose all blocks to collapse by default or to disable collapsing by default
  2. in the block configuration (for each specific block)
    www.yoursite.com/admin/build/block
    choose configure for the block you want to configure
    And you'll see Collapsiblock configuration form at the top of the page

Thank you, I didn't realized there was a 'collapsible' fieldset in each block's configuration page.
