It would be helpful to document something which took me a long time to discover:

Mass e-mails to members of a particular role will silently fail if that role does not have permission to access the site-wide contact form.

Whoops, it appears I have greater problems. Sorry to pollute this thread.

We spent a while finding out why 'creating mass contact message' directly was confusing, when we were expected to go in via the disabled menu item.
