If no vocabulary IDs are given, why not default to showing all vocabularies? For example,

http://example.com/taxonomy/vocabulary/
is equivalent to:
http://example.com/taxonomy/vocabulary/1+3+4+5
(If taxonomy group vocabularies include only IDs 1, 3, 4 and 5.

I'm afraid that might open you up to hackers too much. But there's no reason why we couldn't do taxonomy/vocabulary/all.
