Needs admin page description

Joachim, Thank you motivating me to add the short description. There was a preexisting hook_help function; however, that hook did not provide the short description that you and I were seeking. Adding a description key in the $items array successfully added the short description listed in the administrator's menu (Line 69 in the new code).

Lastly there was another comment that I should move the ipAuthenticator to the user section of the administrative page. I thought that was a good idea.
