Fatal error: Call to undefined function drupal_mail_wrapper() in C:\www\shop\includes\common.inc on line 1961

I was trying to fix the function mail on my installation and I know get this error "Fatal error: Call to undefined function drupal_mail_wrapper() in C:\www\shop\includes\common.inc on line 1961" whenever I make a new account on the shop. Can someone please help me this is my first time using Drupal... thanks.
