I want to allow my OG admins to create users but doesn´t want them to have 'Administer users' permission.
I could tell them to log out and register as a new user, but that isn´t feasable for
In addition I need to associate the new user with a certain group (the one of the OG admin adding the user), which I cannot automate when the OG admin isn´t logged in.

Does anyone have a module in mind or came across any workaround to do this?

Doing so OG managers may operate their groups without assistance of site admin.

I had success with http://drupal.org/project/ucreate , but there is an error that prevents it from working on my current installation. Perhaps it would work for you.
