helpp...strange search block

Hi all,
I need help with my drupal.
I have enabled search module in drupal core module.
Then, I put the search block in left region.
But the strange is that the block is only appear when user logged in.
I tried to configure the block but it doesn't affect.

Then I download the sql search, enable the module, and then add the block to the left region.
But it's still doesn't appear for anonymous user.
I think it's happen only with search module.

What's wrong with my drupal?
