Seems it should rely on the framework built into Drupal. Just wondering why it doesn't.

I guess it doesn't for "historical" reasons (and lazy developers). It was a straight (quick) port from Drupal 5 code.

I agree it should though, it would be great :-)

There's some issue with current actions and triggers, which makes it not reliable enough for now. We'll see after it is fixed: #290282: action.inc and $stack variable

I've done a little work making my custom subscriptions work with triggers (subscribe users when they are unblocked) and am very interested in this.

I'd be happy to test anything that comes along.

I think it's a bit late for Drupal 6 already, so maybe for Drupal 7.
