What program do you use?

There is a large list of various tools in the handbook at http://drupal.org/node/147789. There is also a page (in that section) that talks about how to set up dreamweaver to work with Drupal stuff.

A lot of people use text editors, like vim, emacs, notepad++, textmate, etc.

There is a free version called Komodo edit. I use this program. It's great!
