Drupal based community site developer needed

Hello,
Our company would like to run a community based blogging service for Japan, something along the lines of Blogger.
We are looking for a developer who we will pay to carry out the following tasks:

Create a system to automate the process of creating a new drupal based blog for each registered member

Create a hompage for the community which would display information such as :
-Latest registered member
-5 latest blog entries
-A forum

Please note that some users will be blogging in Japanese and may not speak English. We will of course provide you with all necessary Japanese text.

Please let us know how much the development of such a system would cost, and how long it would take.
More features will be added, but initially we need a costing and ETA on the core functionality.
