From a discussion in drupalcenter.de I'd like to open this case to keep the eyes on this issue... the translation projects are or will be overwhelmed by suggestions and non-approved translations. People complain about "xxxxx strings waiting for approval". We should have a chance to prevent recurring suggestions and allow blocking of new suggestions on strings that are save for sure and no more needs work... this would help/force people to focus on other missing strings and non-approved strings that may need work.

Another feature that plays into this area is preventing submission of new proposals when there are already >= n (with n being an integer).
