could functionality be added, so the module will also check the primary links list? Sometimes I prefer to use toplinks instead of menus to conserve horizontal space.

I'm assuming my installation works correctly and this feature is not meant to be included currently.

It should restrict the primary links just like any other menus; it works for me using tac_lite. Can you post instructions for replicating? In particular, what are you using for access control?
