aMakUzr suggested in another issue:

the block & page should both have a "more..." link to a page that shows the full list of non-expired announcements (and itself is run through the pager and obeys a setting for the number of entries on a page)

Fix committed to both -dev versions.

There is now a setting for this. The menu item for "announcements/pager" has been removed as the module will always use the pager version.
