Not displaying CCK sub-menu under Content types

Description
This could be more widespread in other areas, haven't fully experienced the extent of it yet. Noticed that the sub menu for CCK under Content Types does not display. The selections a CCK admin is missing is:
* List
* Add content type
* Fields
* Export
* Import
