Adding "reset password and notify" functionality

Attached is a patch which lets administrators use the advuser interface to email reset password links to users. This works exactly like the "email selected users" functionality, except it makes available a extra token which contains the reset password one-time link. Similarly to the email feature this adds it's own email subject and body template to the advuser settings page, and let the admin adjust the email on the confirmation page.
