I am working on a project where there are three workflow states, "edit", "review", and "publish". When I explicitly set the condition from "review" to "publish", the action is triggered. However, when I set the condition from "Any State" to "publish", the action is not triggered.

This is actually a workflow module (http://drupal.org/project/workflow) as it provides an integration with workflow-ng. Can you post this over there? I am the maintainer of the worfklow/workflow-ng integration, so I'll take a look.

Please feel free to patch as well, will get fixed faster ;)
