menus dont work properly

hello, i am busy developing a website and i have created a custom menu. My problem is that i cant add to it without going and explicitly going into the site building section and adding an item to the menu. I am using drupal 5.7.
I choose to put it into the custom menu but it refuses to go into the menu. is there a way to fix this? i have called the menu Secondary Links.

Do you want the menu on all pages? You can show the menu through your theme
For automatic generation of menu items, you have to create a vocabulary with the terms, then create a php block to generate the menu from the terms

i created the menu, dunno bout the vocab. i have also created a block. it has been setup to be shown on all pages. The problem is that i cant automatically add to it from the menu settings section when u r adding the content.
