It seems parts of this collection are dependent on MySQL 5 and PHP5. Is it heavily reliant on these technologies or could I attempt to rewrite the relevant sections for PHP4/MySQL 5?

Patches will be welcomed, there's already some stuff at the end of notifications.module (your other patch will get in here).

Also we've already reworked some queries so they work witn MySQL 4 too.

Just be aware that development is going on primarily using PHP 5 and MySQL 5, so other patches that break PHP 4 compatibility may get in for future versions....
