Hey, ya'll. I'm not really sure this is a bug or not. Or really what's going on. If it's a bug, according ya'll, then I'll file an issue (big on that these days). If it's not, life goes on.
I am testing out a new feature. I made a couple of blocks, and set them to be viewable by a new user role (Editor), and to not show up on my admin and gallery pages. I thought, though I may have been wrong, that I could, as user 1, see those blocks (lead to me posting a question on janode). Afterwards, my host moved my database to a new server. Not entirely sure how it was done, but it was done. (just in case this is relevant.)
Afterward changing my config files appropriately, I went back to working on the new feature to get it ready for testing. I noticed I couldn't see the blocks. However, they were enabled and listed under the blocks menu. I tried saving the configuration again, not changing any settings, hoping that it was just some weird artifact of the database move. No such luck.
I had them set to be disabled at the user option, so I checked My account. The blocks didn't show up at all on my list of options.
Finally, I gave myself the Editor permission, and the blocks showed up, both in the sidebar and in my account.
I write, because, clearly, it was only by giving myself the Editor role that I could see the blocks, even though I'm user 1, and user 1 should be able to see everything. Is this a bug? An accident? Your idea?

that's how it is.
I'm pretty sure that if you don't check any roles in the create block page, you can see the block. But once a roll is checked, then only that roll can see it (or not see it, whichever the case may be.)

Even if it's user1? I thought User1 has full permission to see and do everything?
Let's say, for example, it were a normal access role permission... view X type nodes. even if I don't have that specific permission, I can get at x type nodes.

it comes down to...
if you specifically state that a roll can or can not see a block, then that is how that block is displayed.
You may want to put in a feature request for a check box on the build block page that says 'always show to user 1' or somesuch.
