A website is being created after my family and struggled to find care for my older family members. We are trying to get this setup to help people find the care and good health services they need, so that it isn't a huge burden on so many families around the nation.

I don't think you're going to get what you want for $700-$900. This looks more like $5-8000 USD and 6-8 weeks for a solo developer. Being successful in healthcare is going to require top notch work.

Thanks for the thoughts Chris. The website shouldn't be a problem to do. It requires some basic work, and I don't need some big company to do it, just someone who is looking to take on a good project and build their portfolio. At 10 dollars an hour, that's almost 90 hours of work, at 20 that's 45 hours of work, so I'm not worried about it. I believe that a skilled person will think that's fair and will send me an e-mail to complete this site. Also the time-frame isn't set in stone, just a projected milestone of when I want it completed. If someone thinks they would like to take on this project and it would take 3 or 4 weeks, if they are good, that will be fine.
We're also looking for someone to manage the site, and once it takes off, we will also be paying someone to continually manage the website and improve it.
Also, we'll put the person's name who designed the site at the bottom of our site so they can get referrals.
I'll need to make a decision on who we're going with tomorrow, so if people would like to take on this project, please get back to me by tomorrow morning/afternoon Eastern Standard Time.

You are probably talking about either Indian off-shore companies or Eastern European off-shoring at that rate.
I think you are going to be disappointed
A skilled person would look at your list of functionality and timeline and be certain that you have underestimated the effort and skill necessary -- and far undervalued the fair cost of labor.
I'm sure you will get responses from people. You should just go in knowing that you might end up in a bind with a half finished project on your hands.
I hope you understand that I'm not attacking you, I'm trying to inform you that your perspective is not in-line with reality. I want to see Free Software based projects succeed. the first step for that is management of expectations. Best of luck. Let us know how it turns out.
