How to implement monthly news letter feature?

I'm making a web site for a non-profit. One of the feature is a monthly news letter section. We would like to have a "News Letters" primary link leading to a page showing a list of monthly news letters, most recent on top. Selecting a news letter link would go to a specific monthly news letter which is a collection of pages. How do I go about making this?
