First, goto Administer > Site Building > Modules and enable the Menu module. Save configuration.
Then, try editing one of your content pages. Directly under the Title box, there will be a collapsed Menu settings form. Expand it to allow you to fiddle around with the menu structure, setting its Parent item, Weight, etc.
You might also want to check out Administer > Site Building > Blocks to choose where to place your Primary Links, Secondary Links, etc.
