Will having all my external links on my site redirected like this cause any SEO penalties?
I read on this post http://drupal.org/node/38960 that 301 redirects using the .htaccess file is safe I'm just not sure about this module's method.

URLs with disclaimer should send a 302. It sounds like you are asking for the path_redirect module.
