is it possible to increase the amount of characters allowd on titles for posts, stories and pages?

There is no search box
There is no search box available for me here at Drupal.org, it's been disappearing from the top right area for a while now. Not sure if it's a site bug or a problem with my borwsers but when it happens I can confirm that it happens on all my browsers.
I normally search for answers but this search feature issue is very annoying so i just ask.
