Error: "..not properly configured" what happen??

suddenly way drupal shows this thing :
The selected file /home/strada/public_html/files/tmp/file9mBPbm could not be uploaded, because the destination files/css/1cc43d106bfd7e9301bc3515c170c91f.css is not properly configured
is there anyone can help me to solve this problem?

and then there's another error messages that says

Try turning off
Try turning off css-aggregation. Have you changed your server-setup in any way?

i try too look in access log, they said that folder css in files/css/ not writeable, so i CHMOD, but it wont succedd, "failed to change permision". I'm doing it by cpanel and wsftp. Is it because the aggregation module??
