How to add the wiki like message that "this Article is about Current Event" etc ? How to add my own tags ?

Hi, I am trying to get those wiki like header messages which says "this Article is about Current Event" or "this Article is a stub, please append it". How to get them ?

Also Can I add my own tags ? if yes than how ?
