The block enabling function has stop working! I have tried it with three different theme, Denver, Garland, and Glorilla. It had been working earlier this week when I started to build the site. But this morning I can not remove / add blocks, change their position (-10 to 10) or change where they are displayed.
I have checked the Access control section, the different modules setting in the site configuration section and still can not find anything odd. This is not my first Drupal install, started with 4.7, and currently maintaining 6 or 7 site using Drupal but I have never seen anything like this before.

Forgot to add in the initial post, when you click the submit (update) button at the bottom of the block screen, the hourglass indicates that it is updating but when it refreshes the screen it still show the blocks as they were before.
System I am working on is Vista Ultra on a PC with 4GB of memory and connected via a DSL.

Garland is default theme
Yes, I just tried again using the Garland theme and the bluemarine theme and got the same results.
Could not do anything, move / add/ change order of any of the blocks.
Also, went to my backup pc, which runs XP and got the same results.

I'm having the same problem, but only with one specific block. It's a View, so I'm figuring I've done something wrong.
Memory issue
I think this was a memory issue. I increased the memory to 128MB and the problem went away. So far so good!!!!!!!!!!!!
