I prefer to use the default Drupal tabs links instead of the new admin links. By this, I mean when I am viewing my View as a page, I don't want the Edit/Export/Clone links to show up outside of Drupal's "tabs" div. The special styling might be convenient to some, but makes the visuals less consistent across my site.

Could this be made a selectable option?

No. Those tabs had serious problems and Drupal 6's menu system made them even harder to implement because of the way things work. The tabs will never be coming back.
