"sticky table headers" fix for ie7 - patch or theme tweak

I have a short-term need to overcome this bug
http://drupal.org/node/237565 (node privacy by role Add/Edit Permissions table not visible... collapsed fieldset)

with a module patch or theme adjustment (I'm using a lightly modded Sky).

Making the table expanded by default would be great.
