The module itself is working OK and fonts are rendering OK on the site but when I am setting up a new rule or editing an existing rule, under css selector help, in the section where you choose your font I am given a blank list (nothing displays) of fonts with the correct number of radio buttons. Changing the radio button changes the font but at the moment it is trial and error to get the correct font.

Since you also posted #265092: Invalid HTML on edit rule page (CSS selector help), I think you're having a JavaScript conflict. Which version of jQuery are you using? Are you using jquery_update?

I am using the standard jQuery in drupal 5, no I am not using jquery update.
