How to: Setup a themeswitcher/css style switcher 6.x

A while ago on a website I saw the ability for anonymous users to switch the stylesheet based on their visual handicap. I haven't been able to find this website back. Now I want to do this, so I am looking at the theme switcher as one option. Except I can't find where to turn it on.
I have searched for this, but haven't been able to find way do this. Where do I look? I imagine if I would want to do something with css I would have to set a cookie. I am not sure what would be the best way to go yet.

If anybody has any ideas or knows where I could find information on this. Thank you in advance.
Should I figure this out. I will post it here. When peer reviewed, if I may, I suggest adding it to the theme handbook.

rather than having duplicated style sheet, When I took out only selected class/ID, the default style is empty (in IE8) - only effective once I select the color. But in FF, it's ok.

any tips here ..
