Template And Block/possible module manipulation Design help Needed ASAP

We currently have a Drupal template design that if functional, but needs some tweaking. We would like to take this template and build upon it with some adds.

First, take the current tabbed news block and change it to a ajax or? for automatic screen rotation. We would prefer to keep the layout of this block fairly similar. Would like to be able to select content for this new area to selected within the article creation area.

We would like a module (extend the existing built module) or just block.tpl.php and css code that will allow us to easily maintain "view 'built' blocks" with a layout consistent with our site. We need 2 to 3 different styles and content configurations (we will provide example). When we create a block using views, I would like to assign one of 3 css and block template codes to incorporate a compatible look. (we can copy block.tpl.php code and css code for each new block as we create them, making new block-viewsname.tpl.php files). Each of these block should have a imagecache image (all ready associated with 'content type' that will display in the teaser blocks and page).

New regions added to current layout, for easier block manipulation, will give graphic example.

We can send an email with a jpg image of current layout and new layout requirements.

Again, we can also provide examples of what we'd like to add - and are always open to suggestions.
