If a module is 'Not supported' and the 'Warn if out of date' flag is set to 'Never' the module is treated as out of date/unsupported.
If the administrator has manually set the 'Warn if out of date' flag to 'Never', the module should be treated as 'Ignored by settings'.

dwwWe consciously decided when adding the "not supported" code (#197186: Update.module doesn't warn sites when their current release has been unpublished.) that it needs to trump all other considerations. There's no way to ignore the fact that a release node or project node as been unpublished, or the maintainer otherwise thinks a given branch of a module is broken and no longer works.
