If there are only required newsletters, the "Newsletter Subscription" field still shows up.

If you have only required newsletters, the user edit form will show the "Newsletter Subscription" fieldset, but it will be empty (because required newsletters don't show up, a user cannot unsubscribe themselves from it).

Perhaps, if there's only required newsletters, then the whole fieldset just shouldn't be displayed.
