Have you considered creating a more generalized "compound field" module?

Something that could, for example, be created within a fieldset, and then rolled out on different node types --

Of course that would be great, but easier said than done. I think that the inability to have multiples in field groups is a known limitation in CCK and that the CCK folks are moving toward a solution for future versions as they redo the CCK architecture completely. For me creating a general solution or admin interface for building these kinds of modules is way out of scope from my client's needs unfortunately.
