Allow some roles to edit site's guestbook introductory text

Description
I tried to delegate the setup of the site's guestbook to a user, and didn't find a way to do it.
I think what's lacking is an option like "Administer site's guestbook" in the access privileges page.
There is an antry called "Administer all guestbooks", but my user keeps having "Access denied" messages when accessing admin/settings/guestbook.
