I want to view a vocabulary as a forum, but not as the forum.

Is there a module that can do this?

You might want to spell out a little more about what you are after and my the forum module will not meet your needs.

The forum is basicly a vocabulary right?

Normal vocab terms only let you see the content, not its sub-terms.

I want terms to show their sub-terms (like a multiple hierarchy forum) and the sub-terms to show their content...

Basicly, something that creates a second forum, only for stories, would be ideal...

No a forum is not basically a vocabulary. Vocabularies are a way of organizing conent and forums organize content by vocabulary and you can have more than one forum (though that depends on what you mean by a second forum). Look at the 'Forum' tab here on Drupal.org

However you link to the forums (menu, links, etc) can specify which term to go to. For example, you could have a menu item for "Aardvarks" that points to "forum/22" and another menu item for "Macadamia Nuts" to points to "forum/57". I don't know if forums would allow "blending" of posts under it, but if there is a structure below the pointed to item, then there should be a list. I don't know if it will allow the taxonomy way to get child terms (taxonomy/term/22/all).
