Can't load admin interface after Private Upload install

I cannot access the admin interface for my Drupal install after installing Private Upload and setting up the folders. I could still access the admin interface with Private Upload enabled before the private folder had been created. I can delete the folder to regain access, but I get a PHP fatal error if both the module is enabled and its directory exists.

The .htaccess and privacy test files have both been created in the directory. As you may see from the paths, I am running a WAMP server.
