In the Add new Wishlist form, the quantity field reads "Enter the number of this item that you would like if one is not enough", which suggests this field isn't required, but in fact it is. It would be good if it would default to 1 if nothing is entered.

Note this is also a problem for other fields such as the Estimated Price field. If a price is not known or in some cases not applicable, it should be okay to leave this field blank.

The purchasing/returning logic does require that you pick a maximum to manage the book keeping.

Can you cite examples of when you would put items into your wishlist that would have no quantity and/or no estimated price?

Closing after no new information received. This is as-designed. You must specify a quality. I cannot see a case where that one would not specify how many of something they wanted. If this is not the right decision, then reopen this issue with more details.
