I am unable to stipulate the redirect from url A to url B. I have configured permissions yet this functionality does not appear.

All I can set are the following:

Enable on edit pages:
Disabled
Enabled
Enable management of URL redirects directly on content editing pages.
Warn on redirect:
Disabled
Enabled
Display a warning message to users when a redirect takes place.
Allow bypassing:
Disabled
Enabled
Allow users to bypass redirects by appending ?redirect=no to the URL.

I'm experiencing the same issue. Only configuration with no "create redirect" seen.

The actual "management" of the redirects where you list/add/edit/delete them is at admin/build/path-redirect.
