Probably problem with database or site charset? If you can, try to you use UTF8 instead of cp1251. Drupal officialy works with UTF8 only.

Возможно проблема в кодировке. Если есть возможность, попробуй использовать utf8 вместо cp1251. Друпал ориентирован на работу с utf8, остальные кодировки официально не поддерживаются.

Я сюда обратился паралельно с drupal.ru, мысли про кодировку оттуда. Но и там никто с такой проблемой не сталкивался.
Сейчас переехал на другой сервер, где рекомендованная версия базы mysql, может поможет.
Напишу сюда.
